Remote configuration is unfortunately not supported yet. So the configuration has to be done directly on protected device. This feature is planned to be released in the next version.
Mr-Portect works on Windows and MacOS. But smart phone supports are planned for the following releases.
No internet connection required for all mr-protect the features. Of course, some features are internet relevant like website filtering, vpn canceller. But if there is no internet connection on protected devices, so these feature would also not be required.

Yes. Mr-Protect cannot access the camera, if any other application blocks the camera interface in Windows. But on the other hand, the whole conversation is monitored via taken screenshots by MP, so it means that screen blocking would work anyway, if any obsene scenes appears during conversation. (Webcam blocking not required necessarily)
With helf of proof of protection feature, the parents gets a random picture of screen, webcam and scanned photos in every daily and weekly reports. Thereby you can be sure that the devices of your kids are still under protection.
Parents can adjust the speed and accurancy of absene object detection process. For example, your kids device is not a high performence device, you can just slow down the process, thereby you can relieve the processor of the device.
